Brother gave us stolen gift cards?

Ugh. So I received a $50 gift card to Applebees for christmas and then my parents gave me 2 $50 dollar American Express gift cards for my birthday. None of the cards work. I called my parents and let them know and they explained they had received the cards from my brother and just gave them to me for my birthday instead of going out to buy 2 more cards and paying the extra fees. So they told my brother (who is 26) and he said he has receipts. this was 5 days ago still no receipts and no gift cards. I called the company and they said the cards were never purchased or activated which means they are stolen. So he basically gave us stolen gift cards and sent us out into the world with stolen merchandise leaving us responsible. I am just sick of my brother he is a thief and drug addict. He has stolen everything from my parents and even tried to break into my apartment. I just feel like I need to cut ties at this point with him until he gets himself together. Am I wrong for wanting to cut ties with my only sibling? I don't want to watch him wilt away in his drug induced life. It isn't fair to me or my 2 year old daughter to watch him do this to himself and involve my parents and I in his thief stealing activities.
